Malcolm Vallance

Malcolm Vallance is an experienced Parish Clerk with a longstanding commitment to local governance and community service. As Clerk to a number of Devon Councils, including 42 years with Sandford Parish Council and wider servicing of Crediton Hamlets & Thelbridge, he brings deep knowledge of parish procedures, financial administration and community engagement. 

Malcolm has been responsible for managing council meetings, overseeing budgets, maintaining statutory records and supporting councillors in delivering local priorities. Known for his attention to detail, integrity and dedication to public service, Malcolm is a trusted figure in his parish and a valued liaison between the council and the wider community. His work underpins the smooth running of civic life in Sandford, Devon and he will reach a milestone of 50 years in local government in May 2026. His work in local government has run alongside his 43 years employed with HMRC; the last 12 years as a National Minimum Wage Officer. Away from this, Malcolm is a Trustee for Sandford Relief in Need, a Volunteer at Exeter Cathedral and involved in many aspects of Sandford Parish life.
